The Croatian Audiovisual Centre (HAVC) founded in 2008, is the national agency responsible for supporting film production in Croatia. As a main audiovisual agency in Croatia, it has the overall responsibility for the growth of the domestic industry.

For a short stay (up to 3 months) visas are not required for the citizens of the following countries: European Union, Schengen member countries, Albania, Andorra, Antigua & Barbuda, Argentina, Australia, Bahamas, Barbados, Bosnia and Herzegovina, Brazil, Brunei, Canada, Chile, Costa Rica, El Salvador, Guatemala, Honduras, Hong Kong, Israel, Japan, Macao, Macedonia, Malaysia, Mauritius, Mexico, Monaco, Montenegro, New Zealand, Nicaragua, Panama, Paraguay, San Marino, Serbia, Seychelles, Singapore, South Korea, St Kitts and Nevis, Taiwan, United States, Uruguay, Vatican City and Venezuela.

Foreign nationals filming in Croatia on a temporary basis do not require a working permit. Foreign nationals staying in hotels or other type of accommodation through a local service provider or co-producer are automatically registered by the hotelier or the Croatian partner.

Temporary residence: Foreign citizens intending to stay in Croatia for longer than 90 days must apply for a temporary residence permit and should contact the Croatian Ministry of Interior minimum 30 days prior to expiration of their 90 days stay. In this case, all the required paperwork for a foreign crew member is carried out by a Croatian partner. Additional details: The Law on Foreigners dated January 1, 2008 and Amendments to the Law, published in the Official Gazette ('Narodne Novine') No. 36/2009 on 23 March 2009 are regulations pertaining to residence of foreigners in the Republic of Croatia. Under the terms of the new Film Act, all productions filming in Croatia are now obliged to register the shoot with the Croatian Audiovisual Centre by filling out the standardized form which can be downloaded from this page: http://www.havc.hr/eng/

VAT standard rate is 25%. Reduced: 10% and 5%. Are exempt from VAT: Exports, insurance and financial services, medical services, education, welfare etc. VAT registration is compulsory when the annual turnover exceeds HRK 85,000. VAT reports are filed and paid on a monthly basis.

The Law on Copyright and Related Rights was adopted in November 2003 (amended in 2007 and 2011) and brought Croatian regulations into line with EU regulations. The Croatian model follows the droit d'auteur tradition. Both in theoretical deliberations and in legal texts, it follows the continental European tradition on the protection of moral rights which has been incorporated in the text of the Law passed in 2003. The Law includes provisions for the "fair use" of copyright material for educational purposes without remuneration. It regulates the use of "private copying" and adequate remuneration through provisions for blank tape levies. Regarding individual rights management – the Croatian Authors' Agency Centre for Intellectual Ownership ltd. (HAA) is a legal successor of the Croatian Authors' Agency that has been in charge of authors' rights and their legal successors for over 55 years, representing them and promoting the importance of copyright. In Croatia, the payroll tax is composed of several items: - national tax on personal income (Croatian: porez na dohodak), with rates of 0% (personal exemption), 15%, 25%, 35%, 45% - optional local surcharge on personal income (Croatian: prirez), applied by some cities and municipalities on the amount of national tax, currently up to 18% (in Zagreb) - pension insurance (Croatian: mirovinsko osiguranje), universal 20%, for some people divided into two different funds, one of which is government-management (15%) and the other is a selected pension fund (5%) - health and unemployment insurance (Croatian: zdravstveno osiguranje), divided into 15% for general health insurance, 0.5% for work-related accident insurance, and 1.7% for unemployment insurance
