- Production companies must have a sound technical and financial set-up and confirmed professional experience recognized by the competent authority
- Directors, technicians and performers shall be nationals or residents of either France or Netherlands or EU ; a performer who is not a national of one of those states is allowed, on account of the requirements of the film, subject to the joint agreement of the competent authorities of the two countries
- Studio shooting shall preferably take place in studios located within majority coproduction country, unless otherwise agreed between the co-producers
- Co-produced films shall be shown at festivals and competitions by the country providing the majority co-producer unless otherwise agreed by the co-producers and approved by the competent authorities of the two countries
- A case-by-case basis to the co-production of films between France and Netherlands and countries with which either of them is bound by film co-production agreements is favoured by the competent authorities of the two countries
