- Directors, technicians and performers shall be either nationals or residents of France, or nationals of Finland or foreigners habitually residing and working in Finland. The participation of a performer who is not a national of one of those states may be permitted, if required by the film.
- Studio shooting shall preferably take place in the country of the majority co-producer.
- The co-production of short films shall be carried out, for each film, in such a way as to ensure that a general balance is maintained at both an artistic, technical and financial level.
- In order to be entitled to benefit from the provisions of the agreement, the producers of each of the countries shall apply for co-production status one month prior to the start of shooting.
