- Production companies must have a sound technical and financial set-up and professional experience recognized by the national authority
- Directors, technicians and artists shall be nationals or have the status of residents in either France or Venezuela ; performers who are not nationals of France nor Venezuela may be permitted, on account of the requirements of the film, subject to the joint agreement of the authorities of both countries
- Coproductions contribution have to include technical and artistic participation in proportion with their investment
- Studio shooting shall preferably take place in studios located within minority coproduction country
- Co-produced films shall be exported by the majority co-producer
- Co-produced films shall be shown at festivals by the country providing the majority co-producer unless otherwise agreed by the coproducers and approved by the competent authorities of both countries
- A case-by-case basis to the co-production of films between France and Venezuela and countries with which either of them is bound by film co-production agreements is favoured by the competent authorities of the two countries
