As a general rule, all foreign nationals, except citizens of the Nordic countries, intending to work in Norway must hold a work permit if the work period will exceed three months. As Norway is a member of the EEA, nationals of the EU/EEA countries are only required to complete simplified work-permit applications, which are available form local embassies.

No general permits are required for location shooting in Norway other than the normal consent of the owner or the authority responsible for the location(s) in question. Any activities that might interfere with normal traffic have to be organized with the cooperation of the road authorities and the police. Some restrictions may apply in national parks and military areas, but given good planning and cooperation with the relevant authorities, arrangements can be made.

Norway accepts ATA Carnet for the importation of goods for film production. It allows the temporary importation of goods without the need of making deposit/guarantee or submitting any Customs Declaration. For more information : www.iccwbo.org/ata/id2965/index.html

The standard VAT rate in Norway is 25%. There is a reduced rate of 15% for food and drink. There is also an 8% VAT rate for: passenger transport; hotel accommodation; and other. A film production company may be eligble for VAT refund on most Norwegian services except on food and craft services.

The Copyright Act defines a creative work as 'a literary, scientific or artistic work of any kind, irrespective of the manner or form of expression'. In order to use or copy the work, permission must be obtained from the author and the publisher. It is not permitted to copy the work itself even if it does not carry such a prohibition.
