- Production companies must have a sound technical and financial set-up and professional experience recognized by the competent authority.
- Shooting and postproduction shall preferably take place in studios located within majority coproduction country
- Authors, artistic and technical staff must preferably be nationals or resident of either Spain or Israel
- Producers contribution has to include technical, artistic and creative participation in proportion with his investment
- Minority coproducer contribution has to include at least one author, two actors and one chief of department
